Mr. Brett is a Principal and Assistant Vice President, Operations at LSSE. He manages the Civil Engineering Municipal Unit, Site Unit and Greensburg, PA Work Unit and is experienced in municipal engineering, private and commercial site work, layout, construction of new roadways, highway improvements, drainage improvements, and in all phases of municipal and state paving and infrastructure design and construction. He is also experienced in the preparation of construction specifications, zoning and land development ordinances, and construction cost estimates.

Mr. Brett provides design, permitting and construction phase services for LSSE’s 50 municipal clients in Pennsylvania. Projects include annual roadway improvement programs; various pavement improvements and municipal streetscape projects including pedestrian lighting, signage and various types of hardscape, softscape designs and landscape as well as other amenities; sanitary sewers; storm sewers and stormwater facilities; parks and recreational facilities including site planning and infrastructure for facilities with soccer fields, baseball field lighting, parking facilities and restrooms to support the municipal parks; and municipal salt storage facilities. Mr. Brett has also managed the design of numerous institutional projects involving securing all required permits. Mr. Brett routinely represents LSSE’s services under multiple municipal retainer service contracts. Mr. Brett is experienced in MS4 compliance, DEP permitting and PennDOT HOPs required for various municipal infrastructure projects.

Mr. Brett also provides site and infrastructure design and permitting for many commercial/business park developers, national and local retailers as well as single/multi-family residential and commercial developers in the Pittsburgh area. Sizes range from 0.5 to 600 acres. This unit also provides utility coordination and prepares sewer and water tap plans for various projects within the City of Pittsburgh for urban, mixed-use developments as well as multi-story hotels within the City of Pittsburgh.
