Mr. Stanton is a Principal and Assistant Vice President, Administration at LSSE. He manages the Civil Engineering Environmental Planning / Studies Unit. His experience includes environmental (wastewater and water facilities) planning, study and design work including sewer system assessment and rehabilitation mandated by Federal, State and local Allegheny County Health Department (ACHD) orders. Mr. Stanton has over 17 years of experience in sewer system evaluation studies and has managed numerous, successful projects involving state of the art infiltration/inflow (I/I) investigation (approximately 256 meter installations and analysis of over 2,700 meter-months of data, since 2000) and I/I mitigation. This experience includes extensive flow monitoring program design, implementation, hydraulic and hydrologic modeling, feasibility/cost-effectiveness analysis, local and regional sewage facilities planning efforts as well as associated municipal user rate reviews and public participation programs. Most recently, Mr. Stanton has provided technical guidance in the development of a regional flow monitoring program and feasibility study planning documents as part of LSSE’s role on the 3 Rivers Wet Weather Program Management Contract. This includes extensive interaction with municipal representatives, engineers, ALCOSAN, DEP and ACHD representatives.

Mr. Stanton has experience in sanitary sewer collection, conveyance and treatment design, permitting and construction; preparation of Pennsylvania Act 537 Sewage Facilities Plans; procurement and management of third party (e.g., municipal public works and independent contractors) services for sewer system evaluation studies; conducting physical surveys and flow monitoring, hydraulic and hydrologic modeling for wet-weather and wastewater facilities studies and designs; water system studies; and assisting field property, construction stakeout and topographic surveys.

Water and wastewater construction projects administered by Mr. Stanton have ranged from $5,000 to over $17,000,000 in construction value.
