Lennon, Smith, Souleret Engineering, Inc. (LSSE) provided civil engineering and surveying services under a subcontract to the site planning consultant, Environmental Planning and Design, LLC (EPD), for a new, 14-acre park, located along the Allegheny River waterfront in Aspinwall.

The $3.1 million project, located on a former mixed-use area consisting of residential, municipal, marina and industrial uses, included a number of stormwater Best Management Practices (BMPs) such as rain gardens, water features, and landscape architectural features. The design was developed to incorporate existing features from the Aspinwall Marina to make use of more than 100 tons of recycled waste concrete and rubble from the site and reuse existing onsite structures by incorporating them into the design. This was a collaborative effort between the Prime consultant and all subconsultants involved on the project.

The new park includes more than one mile of internal trails, a landform amphitheater, public art/playground sculpture, picnic area, flower gardens, and scenic observation areas. Parking areas consisting of a mix of gravel and porous asphalt material were installed to reduce runoff.

Private donations and DCNR grants funded the project.
