LSSE provided facilities planning, surveying, design, permitting, bidding and construction phase services for the construction of new sewage collection, conveyance and treatment facilities to serve Cochranton Borough. The sewage project was mandated by a Consent Order and Agreement between the Borough and PADEP and followed an Act 537 Facilities Plan Update prepared by LSSE.

LSSE completed an Act 537 Sewage Facilities Plan Update: preparing a physical / demographic analysis and identifying the planning area, evaluating existing sewage facilities needs, preparation of growth rate projections, identifying concept alignment for proposed improvements, evaluating preferred alternatives for consistency with respect to existing environmental programs / policies and preparation of a user rate analysis based on several alternative funding sources. LSSE's planning services required extensive interaction with public interest groups and third party experts.

The project involved the installation of approximately 54,700 LF of sanitary sewers, 2,100 LF of boring, installation of manholes, 4 pump stations, grinder pumps and one 175,000 gpd sewage treatment plant serving approximately 600 customers.
