The Nine Mile Run Watershed Wet Weather Plan project was a regional demonstration project partially funded by a 3 Rivers Wet Weather grant, administered by the Wilkinsburg-Penn Joint Water Authority. The report was prepared on behalf of the Boroughs of Edgewood, Swissvale and Wilkinsburg.

The objectives were to: 1) Demonstrate a multi-municipality cooperative effort in preparing a wet weather control plan on a watershed basis; 2) Develop and present key elements of a wet weather control plan; 3) Demonstrate Infiltration/Inflow (I/I) flow reduction approaches; 4) Develop Cost-Effectiveness analysis procedure to consider regional 'Pay to Play' considerations; 5) Develop the concept of evaluating "non-excessive I/I" within the context of a regional treatment system.

Tasks included preparation of sanitary sewer base mapping (estimated 500,000 LF of sanitary sewer), GIS Database development, flow monitoring subcontractor oversight (93 sites), flow monitoring QA/QC data analysis (250 monitor months), flow database preparation including flow hydrograph deconstruction (estimated 195 individual storm events), flow isolation QA/QC and data analysis, SWMM EXTRAN and SWMM RUNOFF dynamic model development, alternative cost effectiveness analysis, and preparation of a summary report.
