Village of Lawrence Sewage Facilities Project
The Cecil Township Municipal Authority (CTMA), located in Washington County, Pennsylvania, provides sewer service to customers located within Cecil Township. The collection system includes multiple satellite systems with a combination of individual sewer plants as well as discharge to other municipal authorities for treatment and disposal.
In 2014, Senate Engineering, now a part of LSSE, completed the Act 537 Facilities.
Plan Update for Cecil Township for the Village of Lawrence. This plan was prepared to provide a public sewage collection and disposal system for residents in the Village of Lawrence. The sewage from these existing residences is discharged to wildcat sewers, which were connected to storm sewers, streams, and other surface waters. Adjacent to the Village of Lawrence was the existing Teodori collection system and Treatment Plant. This plan recommended the construction of a new collection system and treatment plant at the Village of Lawrence and the conversion of the previous Teodori treatment plant to a pump station to convey flows to the new treatment plant.
A second consultant was employed by CTMA for the initial design of the treatment plant and collection system. After the collection system design was completed and several treatment plant design alternatives were finalized, CTMA engaged LSSE to complete a second-opinion review of the proposed project, with the goal of value-engineering the entire project to reduce project cost. LSSE provided recommendations for cost savings primarily regarding the proposed Teodori Pump Station and Lawrence Treatment Plant, which CTMA accepted. Also, as part of this second opinion review, LSSE provided CTMA with a user rate analysis and a 5-year budget proposal that CTMA implemented to account for an increase in expenses for this project, as well as projects in other sewersheds, one of which included a significant increase in sewage disposal fees for one of the sewersheds that discharges to an adjacent municipal authority.
CTMA requested that LSSE complete the redesign of the treatment plant and lift station sites and provide funding assistance and construction-phase services to complete the project. LSSE completed design and permitting of the proposed project, provided the required application and administrative services for the award of PENNVEST Construction loan and US EPA Congressional Appropriation Grant, which was used for completion of the project. LSSE provided construction phase engineering services for the duration. Construction of the collection system was completed in 2024, and the new treatment plant was placed online in 2025.
LSSE prepared easements for all of the construction for the sewers and treatment plant. LSSE participated in informational public meetings for residents before construction as part of CTMA obtaining easements for construction, and near the end of construction, to provide residents with an update on construction and information regarding connection to the new sanitary sewerage system.
