Utah Street Waterline Replacement – Neville Township

LSSE, through the efforts of its Funding Committee and Client Managers, assisted the Township of Neville in identifying various operational needs related to its water distribution system and prospective funding sources.


This effort provided the opportunity for LSSE to assist the Township in filing of grant applications by which the Township obtained $110,000 in Allegheny County Department of Economic Development Community Development Block Grant (CDBG) funding for the Utah Street Waterline Replacement Project. As a member of the Char-West Council of Governments, the Township required close coordination for grant administration with the Char-West Council of Governments. LSSE assumed a lead role in coordinating directly with the Char-West Council of Governments, on behalf of the Township, from making initial application through completion of the project design and construction phase.


The scope of the Utah Street Waterline Replacement project included construction of approximately 350 linear feet of 6-inch replacement waterline; reconnection of building services, valves, hydrant assembly; and necessary appurtenances and restoration. The existing 4-inch waterline along Utah Street was reported by Township Public Works Staff to require frequent maintenance.


Although construction was primarily within the Township’s roadway, a water system reconnection was required within Allegheny County Roadway Right-of-Way. As such, LSSE assisted the Township in preparation and obtaining of an Allegheny County Department of Public Works Highway Occupancy Permit including necessary coordination for compliance to County standards and permit closeout.
LSSE provided engineering services that included topographic surveys, design, permitting and general project construction phase services such as project management and resident project representation.
