Charles E. Kelly Recreation Park

LSSE The Charles E. Kelly park project was completed under a series of construction contracts involving multiple recreational facilities at the 75-acre former military facility. LSSE services included topographic surveys and permitting, site layout, grading, and irrigation plans and design of stormwater management facilities, parking lots, building demolition and restoration, landscaping, multipurpose recreation fields, basketball court, ADA-compliant sidewalks, restrooms, electrical service, water supply, sewage collection, and above and below ground utilities. LSSE coordinated with the Char-West Council of Governments (COG) regarding the use of CDBG funds and provided bidding and construction-phase engineering project services.

Utility Construction (2010)

• Installation of sanitary sewer, water service, and conduits for electric/telephone service for future existing building modifications and ADA restroom projects.

Park Restoration (2011)

• Construction of two multi-purpose sports fields, including fine grading, topsoil, and seed.
• Installation of an irrigation system and underdrain for a multi-purpose field.
• Construction of detention pond and storm swale.
• Construction of sidewalk and ADA ramps.
• Installation of parking lot subbase.

Parking Lot and Half Basketball Court (2011)

• Paving of parking lot and half basketball court, including linestriping.
• Installation of the guiderail along the parking lot.
• Installation of fencing around the basketball court.

Existing Building Modifications (2012)

• Renovation of an existing 140’ by 25’ concrete block building, including partial demolition of the structure and construction of new interior and exterior walls and doors.
• Construction of a 26’ x 25’ glue-laminated pavilion.
• Installation of service connections for building utilities, including sanitary sewer and potable water lines.
• Installation of electrical service, including a new panel board.
• Installation of building amenities, including heaters, exhaust fans, a water heater, and a pressure pump.

ADA Restrooms (2012)

• Installation of restrooms at the renovated building.
• Furnish and installation of all restroom fixtures.
• Installation of wiring and lighting for restrooms.

LSSE provided services during the Design, Bidding, and Construction Phases.
