Baldwin Colewood Interceptor Upgrades and Rehabilitation, Equalization
As part of a regional, multi-municipal collaborative effort, Baldwin Borough updated its Act 537 Sewage Facilities Plan for the Lick Run watershed tributary to the Pleasant Hills Authority (PHA) Sewage Treatment Plant (STP). This Act 537 Plan was developed in response to a PaDEP Consent Order and Agreement and requires the Borough to build a multi-municipal flow contributing Equalization Basin (1.2 MG and 11.0 mgd lift station), make conveyance sewer upgrades, and to achieve source flow reduction to comply with its PHA hydraulic allocation of 8.87 mgd. In terms of the interceptor improvements, approximately 8,500 linear feet of conveyance sewer upgrades (10” to 24” in diameter) are also included in the scope of work.
LSSE facilitated a Multi-Municipal Ownership, Operations, and Maintenance Agreement, including provisions for capital cost apportionment and operating cost sharing. LSSE has also facilitated an Operations and Maintenance Agreement with PHA such that PHA can operate the facility in conjunction with an expanded PHA STP to reduce systemwide SSO frequencies.
