Broadhead Road Waterline Improvements – Center Township Water Authority
LSSE’s scope of work for this waterline replacement project included preliminary design; hydraulic modeling; utility coordination; permitting; final design and construction phase services (full-time resident project representation and shop drawing review) for installation of approximately 5,900 LF of 16-inch waterline along State Route 3007 (Brodhead Road) in Center Township, Beaver County, Pennsylvania. Work was completed during nighttime hours as a result of traffic volume and PennDOT daylight working hour restrictions, and in accordance with an accelerated schedule as dictated by PennDOT in advance of roadway resurfacing.
This project was necessary to replace aging parallel water distribution mains that required frequent maintenance along this high-traffic state roadway within a primarily commercial district. A hydraulic modeling study was completed, and determined that a single 16-inch waterline would be the optimal size waterline to replace the existing parallel 12-inch and 8-inch waterlines.
Final design and layout included preparation of rights-of-way exhibits and meetings with property owners (residential and commercial) to secure necessary easements to relocate the new 16-inch waterline outside of the PennDOT right-of-way within private easements, where feasible, to accommodate future operational considerations within this high-traffic PennDOT roadway. This project included the development and review of different alignment alternatives with the Owner, with consideration of intersecting waterline tie-ins/reconnections, construction cost, location of existing utilities, and future maintenance needs.
The PennDOT RNA stipulated restrictive daylight working hours; therefore, construction was performed during nighttime / off-peak hours. LSSE provided full-time resident project representation and construction engineering services for the duration of construction. This project was completed under budget, ahead of schedule, with no Alleged Violation Reports (AVRs) and minimal construction-related complaints from adjoining property owners or motorists.
