Center Township Potable Water Source of Supply and Surface Water Treatment Plant

LSSE is currently providing engineering services for the Center Township Water Authority’s new $65 Million potable water source of supply and surface water treatment plant. This complex public works project was being delivered in two phases, on an accelerated schedule dictated by a third party, requiring 18 months for completion of alternatives analysis, treatability studies, sampling, detailed design, permitting, bidding, construction and start-up of Phase 1 of the system.

The first step of this project was to develop an alternatives analysis for planning the upgrades that were implemented. The Authority had previously relied on a groundwater well and treatment that was at the location of a proposed industrial redevelopment project. The analysis conducted included different sources of supply (vertical wells, collector wells, river intake on the Ohio River), different types of treatment (conventional filtration, membrane filtration, disinfection, etc.) and impact of changes in the source of supply and treatment on the existing distribution system (simultaneous compliance).

Phase 1 of the project included the construction of a river intake system and an interim conventional surface water treatment plant. Phase 1 was delivered using 15 separate material and construction contracts to compress the project critical path.

Phase 2 was designed, permitted, and constructed a 5 MGD water filtration plant. The treatment plant was placed online in July 2024.
