Pleasant Hills Municipal Building

A multi-phase civic infrastructure project was initiated with needs assessment and preliminary planning services in 2018. LSSE served as municipal engineer through the project’s inception, subsequently transitioning to civil-site engineer and licensed surveyor of record as a sub-consultant to the Borough’s prime architect of record. LSSE’s scope encompassed civil site engineering and design, boundary and topographic surveying, land development and right-of-way permitting, and multidisciplinary coordination.

The primary scope involved the full demolition and in-place reconstruction of the existing co-located Municipal, Police, and Public Works facilities. The replacement structure is a load-bearing masonry and curtainwall glass construction totaling approximately 24,245 SF, programmed to accommodate modernized municipal administrative offices, a dedicated police department with controlled access and secure circulation, upgraded public-facing amenities, reconfigured surface parking with improved geometrics and ADA compliance, and an integrated stormwater detention system designed to meet post-construction runoff requirements while remaining compatible with the surrounding residential fabric and adjacent recreational infrastructure.

Concurrent with primary construction, the existing Public Works facility underwent an in-place structural remodel and building expansion, bringing the total conditioned footprint to approximately 12,525 SF. Improvements included reconfigured overhead door access and drive aprons, modernized equipment maintenance and storage areas, upgraded stormwater conveyance and detention facilities, and enhanced staff support spaces meeting current occupational and code standards.
